Rogier obtained a law doctorate (PhD) from the University of Groningen in November 2007 on the thesis 'State Liability for Infringements of European Community Law' (Deventer: Kluwer 2007).
The thesis focuses on the implications of the European law - more in particular the system of State liability for infringements of community law (the so-called Francovich-liability) - for Dutch (tort) law.
Rogier regularly teaches and publishes on topics on the edge of Dutch law and European law, including competition law.
Rogier graduated from the Faculty of Law (Private Law and Criminal law) of the University of Groningen in 2002.
